In Europe, the countries with low virus levels are already clearly distinguished

We monitor the situation of the viral pandemic on different continents on a daily basis by country.

On 23 June, the Finnish government announced that it would take new decisions on opening the borders on Friday 10 July. At the time, it was reported that the opening of borders on 13.7. from specific countries based on the disease situation in each country.   The criteria for opening is the number of new coronavirus infections, which must be less than 8 cases per 100,000 inhabitants in a two-week period. However, disease situations change in all European countries on a daily basis, so countries can be added to or removed from a previously published list.

Today we are focusing on EUROPE. Update 6.7.2020.

It has now been 14 days since we have maintained statistics since 22.6. We look at the 14-day average, older figures
drop out of bills every time new figures are released. Thus, in a few days, the score of some countries may bounce
higher or drop lower depending on the number of new cases. In comparison, we have also kept the limit set by the EU:
14 cases per 100,000 inhabitants. 

If the Finnish government made a decision today, the citizens of the following countries would definitely be able to enter
Finland without special border formalities or voluntary 14-day quarantine. The list also includes those countries (6) to
which the Finnish government has previously granted tourist border crossing status.

YES: Andorra, Denmark, Estonia, Germany, Greece, Hungary, Iceland, Ireland, Italy, Liechtenstein, Lithuania, Malta,
Monaco, the Netherlands, Norway, San Marino, Slovakia, and Vatican City.
MAYBE: The following countries would qualify according to EU criteria, but not according to the criteria set by the
Finnish government. In these countries, positive changes over the next week would also allow them to be added to the
list of approved ones. Those countries are: Austria, Belgium, France, Poland, Slovenia, Spain and Switzerland.
NO: In the following countries, the daily rates of viral infections are either much or really much above the limit values.
We suspect that over the next 7 days, there will be large jumps in averages to decrease volumes. Those countries are:
Albania, Belarus, Bosnia & Herzegovina, Bulgaria, Croatia, Czech Republic, Luxembourg, Moldova, Montenegro,North
Macedonia, Portugal, Romania, Russia, Serbia, Sweden, Ukraine and United Kingdom. Perhaps closest to the ”Maybe
Group” are Croatia and Czech Republic.  

Sometimes there can be a single cluster of disease in a country that causes an increase in statistics. The monitoring also shows how the country has been able to keep the infection rates reasonable in the long run. There have also been discussions about allowing a particular region of a state to be accepted on the “yes” list.

In this context, it is also good to take into account the number of tests in different countries in the comparison. There are rather low quantities in Europe, e.g. in many Balkan countries, France and Ukraine. In our statistics, the number of tests in these countries is less than 3% of the population.
